The standard of care for Phimosis (anywhere outside the US) is 3 - 6 months of gentle manual stretches with betamethasone oitnment (0.5% - 1.0%). Surgery is almost never called for. Sometimes the stretching doesn't get the job done and a non-amputating preputialplasty called dorsal slit with transverse closure can loosen the prepuce without amputating any sensual tissue.
